announces the competition for the

position of " Monitoring and Evaluation Specialist" 

Full-time assignment.

Qualification requirements:

–  Advanced degree in engineering, political science, management, business administration, economics, sociology, technology or other related fields;

–  At least 5 years of experience relevant to the position, the experience in World Bank funded projects or other donor funded projects is preferable;

–  Excellent analytical and communication skill, experience in preparing analytical and progress reports, technical documentations;

–  Experience in coordinating activities referring to survey, studies, performance assessments;

–  Experience and technical skills in project management following WB and/or other international donor regulations and procedures;

–  Fluency in Kyrgyz and Russian, proficiency in English is an advantage;

–  Skills in Microsoft Office, MS Project.

Monitoring and Evaluation Specialist

I. Project background


The Ministry of Natural Resources, Ecology, and Technical Supervision (MNRETS) is currently implement the Kyrgyz Republic Air Quality Improvement Project, funded by the World Bank. 

 The Project Development Objective (PDO) is to i) strengthen the capacity of the Kyrgyz Republic to manage air quality; and ii) reduce net PM2.5 and GHG emissions in Bishkek.

The first part of the PDO is premised on the need to build national capacity for comprehensive Air Quality management System (AQMS) for laying foundation and further expansion of air quality management (AQM) activities beyond the sectors and Bishkek tackled under the proposed project. The establishment of such AQMS will enable the Government to make informed decisions and ensure sustainability of the investments in other priority areas and sectors for the long term while tackling the key air pollution sources. The second part of the PDO reflects investments in the selected priority sectors for improved AQ.

The project consists of 4 main components:

–  Component 1: Strengthen Air Quality Management System;

–  Component 2. Support the adoption of clean heating solutions;

–  Component 3: Improve Urban Greening;

–  Component 4: Project Implementation Support.

For the proper project implementation, a project implementation unite (PIU) has been established in the MNRETS. The PIU is responsible for daily project administration, including procurement, financial and fiduciary management, environmental and social standards (ESS) compliance technical supervision and reporting. 

For the proper project monitoring and evaluation, the PIU is currently requiring a Monitoring and Evaluation Specialist, whose duties are described below. 


II.  Objective of assignment


The objective of this assignment is to coordinate and support all data collection, evaluation and reporting activities in accordance with the Results and Monitoring Framework defined in the Project Appraisal Document (PAD).


III. Scope of services

M&E Specialist, will perform the following duties and responsibilities:

–  Lead the implementation of Project Results & Monitoring Framework as defined in the Project Appraisal Document (PAD); 

–  Develop and maintain the project M&E system, including data collection tools, reporting templates, and indicator tracking mechanisms;

–  Organize and conduct surveys required for assessing indicators;

–  Ensure the quality of M&E process, including data collection methods, survey and verification of collected data; 

–  Detailed design of data collection instruments, reporting plans for each indicator, and clear M&E implementation arrangements, including roles and responsibilities of participating agencies and beneficiaries contributing to PDO indicators;

–  Analyze the collected data and assess whether the project is on track to achieve the PDO, provide recommendations in case of delays or non-compliance with the project objectives;

–  Support World Bank’s monitoring and evaluation missions by providing required documentation, data and analysis related to project progress and results indicators; 

–  Conduct regular project site visits to assess project progress, maintain regular communications with all stakeholders and beneficiaries and collect feedback;

–  Prepare and submit M&E inputs for the semi-annual progress reports in accordance with the Results Framework and Monitoring requirements; 

–  Lead the timely preparation of project semi-annual reports as required by Financial Agreement and other reports on project progress as required by the PIU Director, in close cooperation with stakeholders and beneficiaries to ensure the completeness of the data; 

–  Assess the need for training on project monitoring and evaluation for stakeholders, and organize such training if required

–  Track progress in implementing the Project’s Results and Monitoring Framework and provide recommendations on improving indicators or the M&E system where necessary;

–  Prepare information on PDO achievement for Project Steering committee meetings, obtaining feedback and informing the Bank of the results of such discussions, if required.

–  Any other duties as assigned by the Project Coordinator and PIU Director.


IV. Institutional arrangements and Reporting


The M&E Specialist will work under the supervision of the Project Coordinator and PIU Director.  


V. Client's input

MNRETS KR will provide a workplace as well as equipment and furniture for the M&E Specialist to carry out his/her work. The PIU will provide all relevant reports, documents, and manuals to ensure the effective implementation of the assignment. 


VI. Duration of the assignment 

The full-time contract will be for 12 months with a probationary period of three months. The contract terms may be extended as and when necessary and subject to the satisfactory performance of the Monitoring and Evaluation Specialist by mutual agreement of the parties to the contract.
